勞動新制「一例一休」元旦上路，中經院院長吳中書3日表示，目前製造業和非製造業確實都受到影響，不僅企業成本墊高，更可能連帶推升物價上漲。對此他建議，在兼顧勞工權益的同時，政策執行面應更加彈性，視每個產業的不同需求進行調整。
一例一休上路後，勞工每7天必須休2天假，部分行業面臨人手吃緊。此外，勞工加班費變高，加上基本工資同步上調至2萬1009元，雇主人事成本增加，近來接連傳出部分行業擬調高產品售價，醞釀物價上漲風險。
中經院3日公布2016年12月台灣採購經理人指數，面對媒體詢問，吳中書坦言，各行各業現在都有類似困擾。
中經院調查發現，運輸倉儲、營造業者等勞力密集型產業，部分業者反映短時間人力難補足。反之，大型企業反應較迅速，部分電子業者已打算加速朝向自動化升級轉型，近期也有龍頭速食業者宣布漲價。
儘管一例一休才剛上路，政策還有一段過渡期，吳中書稱還有待後續觀察。但他也強調，政策要兼顧勞工權益及企業營運，並依據不同產業特性，進行適度調整，才有利各界度過轉型階段。
他指出，當前台灣製造業占GDP比重近3成，服務業至今維持6成多不變。在這種經濟結構下，製造業對經濟成長仍有一定重要性，必須考量製造業的勞力成本。
不過他期待，隨著人力成本提高，將帶動製造業轉型升級、服務業服務品質提高。特別是服務業人才方面，他舉陸為例，指當前大陸一些餐飲品牌、教育人員的薪資已經超越台灣，甚至服務品質比台灣好，值得台灣警惕。

巴甲球會查比高恩斯在飛往哥倫比亞出戰南美俱樂部盃決賽途中發生恐怖空難，機上的一線隊隊員僅3人倖存，他們的決賽對手－哥倫比亞甲級聯賽亞軍隊麥德林國民競技在災難發生後，向主辦單位南美足聯申請讓對手直接加冕。
查比高恩斯在2014年才重新返回巴西甲級聯賽舞台，今年8到11月在南美俱樂部盃連續擊敗庫亞巴（巴西）、獨立體育會（阿根廷）、巴蘭基亞（哥倫比亞）、聖羅倫素（阿根廷），戲劇性地闖入隊史首次南美盃決賽，堪稱「巴甲灰姑娘」。
「基於競爭之外的人性考量，國民競技在此公開呼籲南美足聯將本屆南美俱樂部盃冠軍榮耀授予查比高恩斯，向他們巨大的損失致敬。」國民競技官方聲明。
